When is the best time to send a follow-up email after an initial offer? And how many follow-ups can/should be sent? I read somewhere the 7 follow-ups is good…is this not too much?

Does anyone know of an inexpensive email marketing company? Although my list has 35,000-50,000 people on it, I don’t want to pay over $150 a month since I use it only once every 2-3 months. I’ve tried both icontact (intellicontact) and constant contact. Thanks!
