Old Japanese calligraphy – “Grass Writing?” Question?

I have a beautiful, old document which I first thought was Chinese, but no native Chinese speaker seems to be able to translate it. Later I was told it could very likely be Japanese. And that it is written in an artistic way called “grass writing.” It is pretty, most likely from the 19th century, but I would like to know what it says. I am unable to attach a photo to Yahoo Answers (so please don’t email me saying ‘where is the photo.’ ) If someone thinks they could read it, I would much appreciate it. I can send you a photo if the responder is able to give me an email address to send to. Thanks much.

A friend wrote a letter of complaint (in English) to the Barcelona metro service and she wants me to follow it up with a reminder in Spanish. What I’m trying to say is:

‘Please if possible could you reply to the email from <> sent last Tuesday and titled ‘Treatment of Tourists’.’

I have come up with the following, but just wanted to check it sounds right:
